DSR Systems was retained by the City of Toronto to lead a team of engineers and architects to carry out complete condition assessments for 55 outdoor ice rink facilities belonging to the City. DSR led the sub-consultant team in thorough site investigations to gather information on the condition of the structure, building envelope, architectural components, service system, HVAC and mechanical/electrical systems, life safety systems, barrier-free accessibility, lighting, building pathway and exterior paving, among others, for each of the facilities. With the gathered information we noted deficiencies and areas of concern leading to the creation of a complete repair/replace scope of work including the estimated time and cost of projected repairs, replacements and upgrades of components. Consideration was made for future demand, energy use requirements, potential incentives, and applicable codes & regulations. DSR developed a condition rating format compatible with the PFR Capital Asset Management Program. Our final report included a recommended path forward for each facility and assisted the client with long-range capital budget planning to maintain the function and value of their assets.
